Experiencia de DIGECOOM en proyectos de prevención de desastres. Proyecto de soluciones sostenibles, resilientes e inclusivas para mitigar los efectos del cambio climático en las provincias Monte Cristi, Puerto Plata, Espaillat y Duarte

Abstract

Una parte de las mujeres que residen en países en vías de desarrollo dedican gran parte de su tiempo a trabajar los cultivos o buscar alimentos, agua o combustible, labores que dependen en gran medida del clima. Además, representan una mayoría en las comunidades rurales que están más expuestas a la sequía y la desertificación, por esta razón es importante la participación de la mujer en la prevención de desastres naturales. La ubicación geográfica de la República Dominicana ha sido la característica principal por la cual diferentes embates de la naturaleza han puesto al descubierto la fragilidad y vulnerabilidad de la isla frente a amenazas de origen hidrometeorológicas. El organismo encargado de planificar y dirigir las acciones de coordinación entre las instituciones en respuesta ante desastres es el Centro de Operaciones de Emergencia, se cuenta también con el Sistema 911, Defensa Civil, Comisión Nacional de Emergencia, entre otras entidades. La Dirección de Cooperación Multilateral DIGECOOM), el Instituto Nacional de la Vivienda (INVI), el Ministerio de Obras Públicas y Comunicaciones (MOPC), la Unión Europea y el Banco Europeo de Inversiones (BEI), concibieron el “Proyecto de soluciones sostenibles, resilientes e inclusivas para mitigar los efectos del cambio climático en las Provincias Monte Cristi, Puerto Plata, Espaillat y Duarte”, del que se tratará en el desarrollo de este trabajo.

Some of the women who live in developing countries spend a large part of their time working crops or looking for food, water or fuel, tasks that depend to a great extent on the climate. In addition, they represent a majority in rural communities that are more exposed to drought and desertification, for this reason the participation of women in the prevention of natural disasters is important. The geographical location of the Dominican Republic has been the main characteristic by which different attacks of nature have exposed the fragility and vulnerability of the island in the face of hydrometeorological threats. The body in charge of planning and directing coordination actions between institutions in response to disasters is the Emergency Operations Center, there is also the 911 System, Civil Defense, National Emergency Commission, among other entities. The Directorate for Multilateral Cooperation (DIGECOOM), the National Housing Institute (INVI), the Ministry of Public Works and Communications (MOPC), the European Union and the European Investment Bank (EIB), conceived the “Sustainable Solutions Project , resilient and inclusive to mitigate the effects of climate change in the Monte Cristi, Puerto Plata, Espaillat and Duarte Provinces ”, which will be discussed in the development of this work.
