Geopolítica metropolitana de México, el manejo del conflicto en el entorno de los cambios políticos nacionales y la gestión conflictiva del agua

Abstract

En este trabajo se sugieren algunos elementos de reflexión para una investigación acerca del carácter multifacético del conflicto en general metropolitano y del conflicto por el agua, particularmente en la megalópolis de México, así como su vinculación con la crisis del régimen político. Discutimos el conflicto metropolitano y su carácter socioinstitucional, así como las decisiones -su ausencia e ineficacia- en materia de políticas públicas sobre el agua. Desde una postura interdisciplinaria, argumentamos que en el "estado de cosas", en el manejo metropolitano del conflicto en general y en el conflicto del agua en particular, los cambios en el régimen político mexicano han jugado un rol central, situación que ha hecho de la metrópoli un espacio privilegiado para ensayar nuevos acuerdos y nuevas regulaciones, así como para el análisis imaginativo de los actores sociales. Este ejercicio nos sirve para sostener que la metrópoli es un nuevo espacio en disputa, dada cuenta de la importancia y proyección en las elecciones de 2006 en México, pero, sobre todo, es un espacio político en cuestión permanente, sujeto a diferentes presiones y a su posicionamiento como un nuevo actor político que fijará algunas de las reglas principales en la configuración del régimen mexicano en el futuro.

This article suggests some elements of reflection for a research work about the multiphase character of the general metropolitan conflict and also the water conflict. These conflicts and their relationship with the political regime crisis will be addressed within the context of the megalopolis of Mexico. Furthermore, it will be discussed the metropolitan conflict and its socioinstitutional character as well as the decision -absence and inefficiency- regarding water publics policies matters. From an interdisciplinary standpoint, it is argued that the "state of things" in the metropolitan treatment of the conflict in general, the water conflict in particular and the changes in the Mexican political regime have played a central function. This situation has made of the metropolis a privileged space to try new agreements and new regulations, as well as imaginative analysis of the social actors. This exercise serves to support the idea that the metropolis is a new space in dispute, given the importance and projection in the elections of 2006 in Mexico. Mainly, the metropolis of México is also a political space in permanent question, subject to different pressures and to itself positioning as a new political actor which will fix some of the main rules in the configuration of the Mexican regime in the future.
