La habitabilidad mirada en sus tres niveles: ciudad, barrio, vivienda y un caso específico: San Miguel Amantla vs "18 de Marzo"
Abstract
Para la realización de esta investigación se recorrieron a pie las calles de San Miguel Amantla, se habló con las juntas de vecinos y con algunas agrupaciones encargadas de solucionar los problemas de la vivienda en la demarcación; con la información recibida de los vecinos de San Miguel) pudimos darnos cuenta de una variedad de situaciones significativas que influyen de manera directa en la idea de habitabilidad que las personas tienen sobre el lugar en el que habitan; por ejemplo, para muchas personas el lugar en el que viven, antes que cualquier otra cosa, debe proporcionar seguridad, tanto jurídica como social, pero, esta idea de “seguridad” claramente está asociada con la noción de “tener un futuro” para sus familias, para ellos y sus hijos y los hijos de sus hijos, y está mucho más cercana al concepto de felicidad, que a cualquier otro discursillo político. El principal problema que se detectó fue una clara falta de capacidad para ponerse de acuerdo y para buscar soluciones en conjunto, no es nada nuevo decir que cada quien ve por sus propios intereses. La asociación de vecinos, por ejemplo, no ha hecho nada por proponer un uso viable para los terrenos de la Ex Refinería; esto se debe, en gran medida, porque por el otro lado se presentan las autoridades correspondientes e inmediatamente descalifican cualquier propuesta que pudiera surgir, por medio del argumento como el de que los vecinos no tienen la calificación técnica necesaria para poder opinar sobre el futuro del espacio que antes ocupaba la Ex Refinería.
