Las organizaciones sociales y la producción de imaginarios sobre la ciudad: aproximación crítica a partir del estudio de casos
Abstract
En este trabajo investigo a partir del estudio de casos y la posterior comparación la forma en que abordan y conceptualizan la ciudad las denominadas “organizaciones de la sociedad civil”. Procuraré hacerlo a partir del estudio de las prácticas y los imaginarios de dos de ellas. Elegí como referentes a Casa y Ciudad y a Techo, estudiando críticamente tres elementos que considero relevantes: 1) marco de alianzas y articulaciones; 2) visualización de los ciudadanos con los que se realizan las acciones; 3) concepción de “lo político” y de “lo social”. La investigación procura insertarse en el marco de uno de los núcleos fundamentales de los Estudios Urbanos, el de la problemática de la pobreza y la consecuente discusión alrededor del tema de las políticas sociales. A lo largo de los dos primeros capítulos procuro rastrear el origen de los conceptos (y los imaginarios que ellos construyen), reconociendo como antecedentes claves de las prácticas actuales al Movimiento Urbano Popular, para el caso de Casa y Ciudad, y al Banco Mundial, en lo que se refiere a Techo. Concluyo con dos tipos de propuestas: una, para el ámbito de la investigación, que tiene que ver con la construcción de dos tipos ideales que sistematizan lo investigado y pretenden ser un insumo para trabajos futuros: “organizaciones ligadas a los movimientos populares” y “ONG´s ligadas a la gubernamentalidad neoliberal”. El otro tipo de conclusión tiene que ver con una serie de propuestas de diseño que procuran ir en el sentido de la construcción de organizaciones que fortalezcan la autoorganización de los sectores populares, con un sentido desfragmentador de la ciudad y de lucha por la justicia social.
