El proyecto de ciudad. Del dicho al hecho/ El Caso de Asunción, Paraguay [Presentación]
Abstract
Para concretar y convertir un Proyecto de Ciudad en realidad, el plan general urbanístico o el proyecto urbano elaborado, solo es el primer paso de este largo y dificultoso viaje. Son tres los componentes esenciales de la ciudad: la Sociedad -la ciudadanía-, el Gobierno de la Ciudad -la política- y la Ciudad Física -la urbe-, constituyen un círculo, que generalmente es vicioso y que debemos saber convertir en un Círculo Virtuoso para posibilitar un desarrollo integral de la misma. Las ciudades desarrolladas son las que han sabido articular y hacer funcionar estos 3 componentes. Entonces aquí entra el rol activo de la Civis, que es condición sine qua non para avanzar. El desarrollo del “Capital Social” y el involucramiento de las Organizaciones de la Sociedad -la Civis- son imprescindibles para el Desarrollo Sustentable -Desarrollo Social con Crecimiento Económico y Cuidando el Ambiente. Estas ciudades han elaborado un Proyecto Sustentable, trabajado muchísimo, gestionando y articulando ese Círculo Virtuoso entre Civis, Polis y Urbis. En el Caso de Asunción (Paraguay) se han elaborado varios Planes y Proyectos de Desarrollo Urbano Sustentable de muy buena calidad desde la década de los 90; sin embargo, todavía no ha podido pasar del “Dicho al Hecho” en la medida de lo deseable y necesario. Se ha iniciado un proceso con múltiples avances y retrocesos, que ha conseguido algunos logros memorables y que constituye una enriquecedora escuela y un notable aprendizaje. Con el Plan Maestro de la Franja Costera de Asunción (Municipalidad de Asunción / CEPA / BID – 1.993) la sociedad organizada ha desempeñado un rol esencial en el proceso de planeación y gestión, de forma que la Civis ha podido incidir sobre la Polis, y de este modo, que se ha iniciado un proceso de mejorar de la Urbis. To realize and turn a City Project into reality, the general urban plan or the urban project elaborated, is only the first step of this long and difficult journey. There are three essential components of the city: Society -citizenship-, City Government -politics- and the Physical City -the city-, constitute a circle, which is vicious and that we must know how to turn into a Virtuous Circle to enable an integral development of it. The developed cities are the ones that have been able to articulate and make these 3 components work. So here comes the active role of the Civis, which is a sine qua non condition to advance. The development of “Social Capital” and the involvement of the Organizations of Society -the Civis- are essential for Sustainable Development -Social Development with Economic Growth and Caring for the Environment. These cities have developed a Sustainable Project, worked hard, managing, and articulating that Virtuous Circle between Civis, Polis and Urbis. Which gives us hope. In the case of Asunción (Paraguay), Sustainable Urban Development Plans and Projects of particularly superior quality have developed since the nineties; however, it has not yet been able to move from “Said to Done” to the extent desirable and necessary. A process has begun with multiple advances and setbacks, which has achieved memorable achievements, and which constitutes an enriching school and a remarkable learning. With the Master Plan of the Coastal Strip of Asunción (Municipality of Asunción / CEPA / IDB – 1.993) organized society has played an essential role in the planning and management process, so that Civis has been able to influence the Polis, and in this way, a process of improving the Urbis has begun.
