Regulación urbana y consideración del medio ambiente. Un ejemplo local en Francia [Presentación]
Abstract
¿Los urbanistas fomentamos el respeto y conservación del medio ambiente? Esta contribución trata de responder a la pregunta - enmarcada en el ámbito del quehacer profesional sin la pretensión de abarcar toda la complejidad del tema. Concretamente se expone un punto de vista en el contexto de la localidad francesa de Gennevilliers. ¿Vector activo? ¿Vector únicamente administrativo? La búsqueda de la respuesta nos invita a adherir a una corriente del pensamiento relacionada con las ciencias del Entorno. Esto con el fin de encuadrar el oficio de urbanista dentro de un marco ético y una línea de conducta y para hacer propios los parámetros e indicadores de las disciplinas del medio ambiente. La presentación está organizada en función de dos marcos de trabajo: El acervo legislativo que se impone al urbanista a través de leyes y procedimientos; Las atribuciones que se reparten entre los diferentes actores territoriales e institucionales: la Región Ilede-France, la Metrópoli parisina, el Territorio Boucle Nord de Seine y el Municipio de Gennevilliers. La presentación del municipio de Gennevilliers está guiada con la idea de ubicar la escala de esta ciudad en el contexto de la aglomeración parisina, a fin de medir el impacto de la acción local. Seguidamente se presenta el marco de la legislación urbana y los instrumentos con que cuenta el urbanista que labora en un municipio, en particular el Plan Local de Urbanismo. La presentación relata algunos ejemplos de realizaciones concretas y de soluciones adoptadas. Estas medidas conllevan ya sea la neutralización del impacto ambiental y en otros casos la atenuación de un impacto existente. No hay intervenciones pequeñas, no hay grandes acciones. Sus consecuencias sobre el entorno no obedecen a una estructura piramidal y estos impactos se deben reconocer como flujos y vectores activos que se inscriben en un contexto global y coherente. La conducta pertinente de dichos vectores puede contribuir a un mayor respeto de nuestro entorno ambiental. Do urban planners promote respect and conservation of the environment? This contribution tries to respond to the question - framed in the field of professional work without the pretension of covering all the complexity of the subject. Specifically, a point of view presented in the context of the French town of Gennevilliers. Active vector? Vector only administrative? The search for the answer invites us to adhere to a current of thought related to the sciences of the Environment. This to frame the profession of urban planner within an ethical framework and a line of conduct and to make the parameters and indicators of the environmental disciplines their own. The presentation organized according to two frameworks: The legislative acquis that imposed on the urban planner through laws and procedures; The attributions that distributed among the different territorial and institutional actors: the Ile-de-France Region, the Parisian Metropolis, the Boucle Nord de Seine Territory, and the Municipality of Gennevilliers. The presentation of the municipality of Gennevilliers guided with the idea of locating the scale of this city in the context of the Parisian agglomeration, to measure the impact of local action. The following is the framework of urban legislation and the instruments available to the urban planner who works in a municipality, the Local Urban Planning Plan. The presentation presents examples of concrete achievements and solutions adopted. These measures entail either the neutralization of the environmental impact and in other cases the attenuation of an existing impact. There are no small interventions, no big actions. Its consequences on the environment are not due to a pyramidal structure and these impacts must be recognized as flows and vector assets that are part of a global and coherent context. The relevant behavior of these vectors can contribute to greater respect for our environmental environment.
