Experiencias de innovación urbana en Bolivia. Del Barrio de verdad al Barrio digital [Presentación]

Abstract

Las restricciones impuestas por la pandemia COVID 19 y la emergencia sanitaria pusieron en evidencia una necesidad y al mismo tiempo una oportunidad para la inclusión de herramientas digitales que faciliten la generación de espacios de innovación urbana, y con ello lograr una mayor participación proactiva de las ciudadanas y los ciudadanos hacia la construcción de una ciudad resiliente; desde esta perspectiva surge la propuesta del Programa de las Naciones Unidas a través de su Laboratorio de Aceleración para el diseño e implementación del Barrio Digital como una iniciativa de innovación urbana y como un mecanismo de aceleración para el cumplimiento de los Objetivos de Desarrollo Sostenible. El programa “Barrios de Verdad” del Municipio de La Paz, que lleva activo desde 2005, ha transformado asentamientos humanos de las zonas más pobres de la ciudad, integrándose al espacio urbano con una mayor equidad en la dotación de servicios, es el sustrato clave y la base para el desarrollo de la propuesta del Barrio Digital, por cuanto, alrededor de su construcción han generado el capital social necesario para desarrollar iniciativas colaborativas con buenas perspectivas de éxito. La Co-Creación del Barrio Digital tiene como propósito fundamental brindar a los ciudadanos una herramienta digital donde puedan encontrar información detallada del barrio, es decir una Plataforma Barrio Digital: donde se pueda encontrar módulos con información, capacitación para los vecinos, la difusión de sus propios servicios y capacidades y la participación del barrio en la toma de decisiones.

The restrictions imposed by the COVID 19 pandemic and the health emergency revealed a need, and at the same time, an opportunity for the inclusion of digital tools that facilitate the generation of spaces for urban innovation, and therefore achieve greater proactive participation of the citizens, and citizens towards the construction of a resilient city; It is from this perspective that the proposal arises from the United Nations Program through its Accelerator Laboratory for the design and implementation of the Digital Neighborhood as an urban innovation initiative and as an acceleration mechanism for the fulfillment of the Sustainable Development Goals. The “Barrios de Verdad” program of the Municipality of La Paz, which has been active since 2005, transforming human settlements in the poorest areas of the city, integrating them into the urban space with greater equity in the provision of services, is the key substrate and the basis for the development of the Digital Neighborhood proposal, since, around its construction, they have generated the necessary social capital to develop collaborative initiatives with good prospects of success. The fundamental purpose of the Co-Creation of the Digital Neighborhood is to provide citizens with a digital tool where they can find detailed information about the neighborhood, that is, a Digital Neighborhood Platform: where you can find modules with information, training for residents, the dissemination of their own services and capacities and the participation of the neighborhood in decision-making.
