El objetivo es analizar el proceso institucional en la construcción de los segundos pisos en la Ciudad de México; constituye un estudio del papel de las instituciones en la toma de decisiones. Los arreglos institucionales determinan en gran parte el comportamiento de los agentes y los resultados que emanan de sus decisiones. La complejidad en la toma de decisiones se explica por el resultado del conjunto de interacciones, entre quienes participan en el proceso de discusión y decisión, en torno a distintas alternativas; de esta forma este estudio contribuye a evidenciar dicha complejidad en el proyecto de construcción de los segundos pisos. En particular se destaca la influencia del Fideicomiso para el Mejoramiento de las Vías de Comunicación, cuya naturaleza jurídica lo convierte en un ente ambiguo e incluso incongruente con el marco institucional. The aim is to analyze the institutional process in the construction of the second floors in Mexico City; It is a study of the role of institutions in decision-making. Institutional arrangements largely determine the behavior of agents and results emanating from its decisions. The complexity of decision making is explained by the combined efforts of interactions among those involved in the process of discussion and decision about alternatives; thus this study helps demonstrate that complexity in the construction project of the second floors. In particular the influence of the Trust Fund for Improving Communication channels stands, whose legal character makes an ambiguous or even inconsistent with the institutional framework entity.
